Since 2000 the pedestrian has priority. What that means in practice.
Since 1 May 2000 the zebra law applies: vehicle drivers must yield to pedestrians who: • Are already on the crossing • Intend to cross (standing at the edge, facing the road) This applies at unguarded pedestrian crossings. Those without traffic lights. At guarded ones the lights govern.
The pedestrian does not have the right to step out in front of a car that's too close to stop. The rules demand cooperation: the driver adapts speed so the pedestrian can cross safely, the pedestrian ensures the driver has seen them.
Failing to yield at an unguarded crossing: 3,000 SEK fine plus a possible licence warning. In a crash: the driver is nearly always held responsible.
You approach an unguarded crossing. Someone stands at the edge and looks at the road. You must slow down and be ready to stop, even if the person hasn't set foot on the asphalt yet. Driving past without slowing is a traffic offence.
